Aam Aadmi Party's teachers ' organization ' Delhi Teachers ' Association (DTA) has fielded its candidature for the first time in the election of the Executive Council (EC) and learned Council (AC) of the University of Delhi. Rajya Sabha MP Sushil Gupta said that Aam Aadmi Party's organization ' Delhi Teachers ' Association will fight the election of executive Council and learned Council at Delhi University with strength. The Aam Aadmi Party also wants to make qualitative improvements in the Delhi University in the way the Kejriwal government has made significant improvements within government schools. In this regard, the Delhi Teachers ' Association today held an important press dialogue at the party headquarters to elaborate its electoral agenda. Secretary, Delhi Teachers Association, Dr. Manoj Kumar Singh said that the vision of Aam Aadmi Party on education has started. Educationist and Rajya Sabha MP Sushil Gupta has also raised the issue of higher education in Parliament and has been continuously raising on various fronts. There is an election of the Learned Council and the Executive Council in Delhi University. Both of them are the apex institutions of the university, which become future plans and courses on education, whatever vision document is finalised from here. So, this is a very important election.
He further said that Aam Aadmi Party wants to intervene positively in higher education and, therefore, we have decided to contest this election. Aam Aadmi Party organisation DTA chairman Asha Rani has already won the Election of Executive Council (EC). Prof. Rajkumar also contested the election last time and we could not win with only 5 votes, but this time we have a very good start. There are 2 EC candidates in Delhi University and one post is our candidate Narendra Pandey contesting. Our candidate in AC, Dr. Sunil Kumar is contesting. Sunil Kumar Bhagat Singh College is a professor of commerce at the evening.
Sushil Gupta said that ec and AC are being elected in Delhi University. Aam Aadmi Party Teachers ' Association Delhi Teachers ' Association is gearing up to fight this election with a loud noise. We also want the way we have improved the best within the Delhi school education, the way we are creating different universities at the university level. Similarly, there should be qualitative improvement and manner within the University of Delhi. The teachers of the Delhi University were a big problem that they have always been talking about having another permanent teacher instead of an adhawks teacher. On 5th December 2019, there was a Trai party agreement between ugc Delhi University and Ministry of HRD. In which it was decided that unless all permanent teachers are appointed, no adhaka teacher will be removed. Priority will be given to the Adhaka teacher to be permanent. But Delhi University. So far, the circular of 2019 is not being validated till date.
He said that I had also written to the Union Education Minister in this regard and asked him to implement the Trai party agreement in letter. Free the adhawks teacher of the University of Delhi so that the same teacher is permanent there and unless all the teachers are regular, not a single adhaka teacher should be kept. It was also a part of that agreement. This is also a major issue in the elections that we are contesting today. When the university comes within the high level, we will ensure that and the Council will pass it so that there is no such thing. The Vice-chancellor of the university and the present body are not paying any attention to this side. They try to somehow replace the Adhawks teacher with a NA teacher. We have always had a strong opposition.
Addressing the media, Prof. Hansraj Suman, in-Charge of DTA said that the Delhi Teachers ' Association had already said that this time the Aam Aadmi Party's teacher wing account will be opened at Delhi University and that account has been opened at Delhi University. Asha Rani has won the uncontested election from the women's quota. The University of Delhi has a two-way apex body, an executive council, which is the Executive Council (EC) and the other learned council, which we call the Academic Council (AC). Educational issues are raised in these two Councils, which are educational issues. The same is passed in AC. There are 26 Members. Out of these 26 members, 9 have now been elected and 17 are to be elected on 12th February. One of the 22 candidates contesting is Dr. Sunil Kumar Aam Aadmi Party candidate and our candidate for EC is Narendra Kumar Pandey, a senior professor at Ram Lal Anand College. Those who are in power at the centre today have been going to the teachers for the last 5 years and telling the Adhawks teacher that we will make adjustments to you, but they do not tell how the adjustment will be. They have not adopted the process of adjustment till today. In this regard, we have given a circular to the University of Delhi, in that circular, we have said that those who have been teaching for a long time should be adjusted.
He said that when our member reaches the Executive Council, our first priority would be to adjust and stabilization of the adhaka teachers. Other points have also been included in our agenda. How ironic it is that there are more than 6000 teachers in the University of Delhi, more than 40 per cent of women who are 30 to 50 years of age and have been teaching for 15 to 20 years, but no female teacher has been given maternity leave till date. This is the first point on the agenda in us to make adjustments and give maternity leave to the female teacher. So far, the Adhaka teacher does not get any cashless medical facility. The way the permanent teacher has cashless medical facilities, the adhaka teachers should also be provided with the facility. If we win the election, we will set a quota for the children of the Adhakan teachers and give them admission.
He said that there are about 700 handicapped teachers in delhi University, 6 or 7 colleges have special toilets, ramps and staircases. We will also try to build the rest of the colleges after winning. The OBC reservation was introduced in Delhi University in 2007, but it was implemented in 2010 and after filling up some posts in 2014, the University of Delhi has not filled up those posts. Our endeavour will be to fill up these posts. The central government had given 10 per cent reservation for EWS in 2019, even after the roster changes, so far, only in the departments in Delhi University have given EWS posts. EWS posts are not filled up in any college. The process of permanent appointment in the University of Delhi has been initiated, even in which the teacher who has taught 20, 25 or 30 years is being counted for 4 years. Earlier, there was a rule in the University of Delhi that the number of years he taught was counted as his entire service during the permanent appointment. He became an associate professor only a few months after he was permanent, but the central government, after bringing the UGC regulation 2018, has been killed for the first time with the Adhawks teacher that now if a teacher is teaching for 25 years, his service will be counted for 4 years and he will retire from the post of Assistant professor after some time.
In Jamia, which has been 30 years of service or has been 55 years old, they are being pushed towards retirement and now the second step is going to come in the University of Delhi. We have put on the agenda that if there is a rule to suspend the service of 30 or the age of 50 to 55, we will strongly oppose it and not allow it to be implemented. The Parliamentary Committee at Delhi University had formed a black committee. The committee had asked scs, sts and obcs to give reservations from 1997, but the Delhi University had asked for a reservation in the same committee from 1997. The suggestions of the Black Committee have not been accepted till date. The Black Committee had also asked for reservation in the posts of professors and principals. The Delhi Teachers ' Association has also given a charter of demands in this regard. The posts of principal are vacant in more than two dozen ka of Delhi University and three dozen librarian posts are vacant and more than six dozen physical education teachers are not there. If we win the election, we will first make a strong effort to implement our agenda.
